Another question is: Why is it considered to be the most effective melee technique? I've tried barrows without a whip+defender but it was easier with a bgs. They both work a lot better then when I tried it with veracs. With low hits and a slow attack speed I managed to get only one time.

First, let's define what a mute is. If someone violates an established rule, they're subject to a mute. Let's get to the main point: punishment.

The punishments are handed out every day, and for a large array of reasons. The most common reasons are for advertising, censor evasion, and discussing inappropriate subjects. What are they for? They are supposed to be given to prevent another case of rule-breaking in the community, and also to let the participant think about their actions and determine whether they would repeat the same mistake. Does this effect occur? They don't.
